I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter 26748/1912, of the 7th. instant
covering a despatch from the Governor of Hongkong dealing
with the political situation existing in Canton, and suggest-
ing the desirability of financial assistance being afforded
to the Provincial Goverment by the Colony of Hongkong if no
other source is available.
In reply to Mr. Secretary Harcourt's request for his
observations on Sir F. May's suggestion, Sir E. Grey desires
me to explain briefly the present position of the loan nego-
tiations being carried on by the so-called six Power Con-
sortium with the Chinese Government. As Mr. Harcourt is
doubtless aware these negotiations have now been in progress
